and during daylight savings it's US West(11am)/US East(2pm)

so the proposal is:
     18:00UTC: Moscow (9pm)  China(2am)  US (W 10am / E 1pm)
     00:00UTC: Moscow (3am)  China(8am)  US (W 4pm / E 7pm)

given it's literally impossible to schedule a meeting during business hours across saratov, china and the us, that's a pretty reasonable proposal. my concern is that 00:00UTC may be thin on saratov & US participants.

also consider alternating the existing schedule w/ something that's ~4 hours earlier...
     14:00UTC: Moscow (5pm)  China(10pm)  US (W 6am / E 9am)
