iiuc, It seems [1][3] share exactly the same objective and implementation intention: - define an common abstract dhcp scheduler class - define a dhcp LeastNetworkScheduler [2] proposes to - define a dhcp LeastVmScheduler (networks are scheduled on the dhcp agent supporting the least vms (=>ports?)) So i am not sure we need an umbrella spec as [1][3] can be merged in [1] (the older wins?) and [2] can become a daughter spec or can be merged with previous spec?
