Oh, it's because Precise doesn't have the docker.io package[1] (nor "docker").
AFAIK the -infra team is now using Trusty in gate, so it won't be a problem. But if you think that we should still support Ironic DevStack with Precise please file a bug about it so the Ironic team can take a look on that.
