The ubuntu dev summits went through several iterations of trying to make remote 
participation effective, and I don't think we ever achieved it.

I think the reality that needs to be accepted is that not every IRL 
conversation is going to be accessible to everyone who wants to take part (even 
if you have superb remote access, maybe some particular discussion is happening 
at 3am in some developer's timezone).

I think we should be ok with that. So long as a quorum of cores can be present 
at any given event, progress can be made.
