As a cloud admin one needs to make sure the endpoints in keystone publicurl, internalurl and adminurl all map to the right places in the infrastructure. As a cloud user (for example when using the HP/RAX public cloud that has multiple regions/endpoints) a user needs to be aware of which region maps to which endpoint.
