For such usage questions, please post (with more verbose details
including Neutron investigation) them on ask.openstack.org.
That said, I use these scripts to debug Neutron:
https://raw.github.com/larsks/neutron-diag/
Neutron requires systematic debugging as there are plenty of network
devices involved.
