Just wanted to close the loop on this - thanks to Darragh O'Reilly, who submitted https://review.openstack.org/#/c/66609/, which removes the Pyudev dependency for the Linuxbridge agent. This has corrected the issue where tox barfs when Pyudev is not found. -- Sean M.
