As mentioned on the page in a small note at the top: "We only track active blueprints where priority is Medium, High or Essential (release radar)" Blueprints that are "Low" priority are explicitly excluded from this view, unless they get "Implemented". This page is about communicating what's likely to land in icehouse, and PTLs use the "Low" priority to communicate that they do not commit to that blueprint landing in the release. Therefore those do not show up on this page. It is a trade-off to try to predict the future as accurately as we can -- it's far from perfect (as evidenced in this cycle) and we will certainly change that in future cycles.
