The Marconi project (OpenStack Queueing and Notifications Service -
https://wiki.openstack.org/wiki/Marconi) has a blueprint currently drafted
to provide notifications to users.

Note the Marconi blueprint is mostly focused on the delivery aspects of
the notification, and not the creation of the event itself that creates
the notification. Eg Marconi would deliver the email or SMS to a user, but
the failure alert would be generated by the related product or via
ceilometer.
