thanks for the pointers! That's a good (re-)start indeed. Actually,we've been working for a while on different blueprints related to the idea to centrally store the quota information in keystone. Apparently, the interest in this was weak, and all related blue prints (store quota, domain quota and quota delegation) got closed and marked as obsolete, see eg:

so a different approach is needed here. Comments are welcome!

Currently nova has per-project-user quota support, which was implemented in Havana. We also got some similar thoughts about quota management, here is some related blueprints:
