Yes, the barrier between the two is rather porous. We used to only have TripleO on the other side, but more and more tools (like Charms, Helm) have maintained that their tooling is more than just a pile of recipes.
Once we have all that display driven through YAML files stored in a Git repo under Gerrit, we'll be able to fine tune that content, create more subcategories etc.
