Neutron metering was originally created as a way to get input for billing tenants for usage, giving admins numbers for what stayed inside or exited a datacenter. It has languished over the past few cycles either because it is working perfectly, or not used very much - my guess is the latter.

That said, if you want to propose an enhancement, there is an RFE process defined in https://docs.openstack.org/neutron/latest/contributor/policies/blueprints.html you can use, the neutron drivers team has weekly meetings to discuss things for inclusion into releases.
