Seems like a reasonable thing to add to Oslo. Glancing through the code it doesn't look like much of it is Neutron-specific, so it shouldn't be too painful to do that.

Also, adding it to Oslo doesn't necessarily mean you can't merge the current patch either. We actually like to see code in use in a project before it gets to Oslo, and you can always switch Neutron to use the Oslo version once it's merged there.
