It is entirely possible for a tenant network to be configured to be 
reachable/routable.  The common case, though, is for a tenant network to be 
non-routable and isolated by network namespaces.  Even if tempest were to run 
on the network controller, networks isolated by network namespaces would not be 
reachable.
