Please take a look at
https://wiki.openstack.org/wiki/Blueprints#Creation for tips on the
blueprint creation process. Blueprint reviewers are going to look at
the criteria listed at
https://wiki.openstack.org/wiki/Blueprints#Blueprint_Review_Criteria so
you should make sure you address each of those points. Then you need to
set a milestone for the blueprint, which will make it visible to the
reviewers responsible for blueprints.
