One quick comment. "cinder/openstack/common/scheduler" should have
only files that are in "oslo-incubator/openstack/common/scheduler".
So in #2, Can you please clarify what you mean? ("Move all
filters/weight logic in cinder from cinder/scheduler to
cinder/openstack/common/scheduler")
