Okay, I found my problem. My dev vm's hostname is "openstack", which
causes problems in _sanitize_defaults due to this:
elif s == socket.gethostname():
return 'nova'
I can just change my hostname to fix it, but I would expect that this is
going to come up on a regular basis (I can't be the only one using
openstack as a hostname) so it would be nice to come up with a different
solution.

You can try this ./tools/config/generate_sample.sh -b /opt/stack/nova

gererate_sample.sh should be given to Jenkins
