One traditional way to do this "reblocking" is with the dd command, using
"conv=sync". Since this is AIX, the OP might also look at the tctl command,
which also has a mode ("tctl write') that reads from standard input and writes
complete blocks to a tape device.
I'm sure there are plenty of examples online.
