For what it's worth: We just customized Configure to add our own targets, matching the ones we use for generating our own Makefiles, to incorporate the OpenSSL build into our product build processes. When we upgraded from 0.9.8* to 1.0.1*, we had to reconstruct and update the Configure changes, but for letter-revision updates it's rarely necessary to do anything.
My longer-term plan is to create a sed script to modify Configure, to make it easier to pick up changes when we upgrade to a newer OpenSSL release, but in reality the effort of manually updating it is small and it happens infrequently enough that we're unlikely to forget it - it's part of our documented process for updating to a new release.
