On platforms where shared-lib is supported at all it is usually the default build
and the conventional packaging. Are you sure you don’t already have it? Or do you mean you want to build a different and/or modified version, as shared? What almost(?) everybody does and the build process is set up to support is: put a modified/personal version in a different DIRECTORY e.g. /usr/myopenssl/lib{ssl,crypto}. See –prefix. If you really want, add symlinks from a standard location as libmy* (but that’s going to complicate the build procedures for your applications).
