I simply provide it for size considerations--just a drop-in replacement where the old openssl library went--and the one dependency on libc (msvcr70.dll)
It's a default build (32-bit, multi-threaded DLL) without debugging symbols. It's mainly there for compatibility purposes; even *I* am transitioning away from Windows 2000/XP (NT 5.x).
