Perl is simply used to configure the makefiles that build openssl.

Subject: OpenSSL, Windows, Perl

Happy Linux OpenSSL user here. Moving to Windowsville. Haven't been there in
over a decade. Read INSTALL.W32 and INSTALL.W64. Read Configure. Read
crypto/asm/*.pl. Clearly Perl is needed to compile openssl with Visual Studio -
which we will be using.

Does OpenSSL need Perl at runtime?

Thanks,
Mike
