Because OpenSSL 0.9.8 is old, the information in that README file is no
longer up to date.

The IDEA patent expired no later than January 7, 2012.  No patent
license is needed anymore.  ("IDEA NXT" is a different algorithm not in
OpenSSL).  The date is from Wikipedia, feel free to check other sources
yourself.

As for ARCFOUR, I don't think it has any legal protection anymore.  It
used to be a trade secret of RSADSI, but someone (not me and probably
not you) leaked the secret to the general public and it has been freely
discussed ever since.  Wikipedia even alleges that the inventor of the
algorithm (Ron Rivest, whose name is the R in both RC4 and RSA) has
even publicly referenced the copy of the leaked information included on
the Wikipedia page itself.

Thus the trade secret protection of ARCFOUR should be gone by now and I
think (I am not a lawyer, this is not legal advise) that the only
people RSADSI can now sue over ARCFOUR would be the person or persons
who leaked the description years ago, possibly violating an NDA contract
clause.  There may also be trade mark for the specific name "RC4", which
is why many people refer to it by alternate names.

In README file, for RC4 we need to take RSA Security's permission.
IDEA algorithm is patented by Ascom and they should be contacted if
that algorithm is to be used.

Here I have queries:
1.      In OpenSSL RC4 and IDEA are not disable so do we need to take
separate permission to use them?
        if yes, then do you have any idea as to how to get the permission?

please correct me if i am wrong.
