I do not know if this is your situation, but in similar situations,
I have found that I need to ssh to the host manually first so that
I get a copy of the key.

# ssh cvs.openssl.org
Host key not found from database.
Key fingerprint:
xonaf-famim-tupeb-nycym-lotuf-kehof-zuzyk-sufiv-pofiz-bokin-nyxex
You can get a public key's fingerprint by running
% ssh-keygen -F publickey.pub
on the keyfile.

Host key saved to /root/.ssh2/hostkeys/key_22_cvs.openssl.org.pub
