I have built several versions of openssh (through 5.5p1) together with then
current openssl releases, but not in FIPS mode using cygwin.  The releases all
were built without any issues.  For installation in Windows I started with the
opensshd.exe from the openssh.org site and updated the openssh and openssl
modules.  I had to add one or two more dlls from cygwin, but I don't remember
which ones they were, it was obvious when I tried to run the program.  This
approach worked for XP but not for Windows 7.  You might have to tweak the
Cygwin registry settings to make sure all the paths are correct for running the
program.
