This is an unfortunate choice.
OpenSSL used to have very usable digest and encryption lowlevel
routines. Such that an application could pick and choose to make use of
just a few routines.
I would be great to see support for that come back.
ENGINE support is nice but in hindsight was never worth breaking that.
