I can't answer for anything outside the US. OpenSSL's ECCN number is 5D002, and is subject to exemption TSU per CFR 740.13(e)(1). It may not be exported or reexported to anyone from the Export Administration Regulations part 740 Supplement 1 country group E:1, but may be exported and reexported everywhere else, in source and/or object forms.
However, if your larger software product does not meet the requirements of CFR 740.13(e)(2)(i), it does not qualify for exemption TSU, and must apply for a license exception ENC.
