You have no FIPS requirements. If you do not have an absolute requirement for FIPS compliance, do not even touch the FIPS build of OpenSSL. Simply build whatever version of OpenSSL you want. Ignore the FIPS user guide, ignore the FIPS security policy. They only matter if for some reason you absolutely must comply with FIPS.
