I loaded OpenSSL-0.9.8e  which worked for my putpose.

Get OpenSSL-0.9.8e or any other version that SSH2 supports.

Why would you care about violating a FIPS security policy? You have no FIPS
requirements.

If you do not have an absolute requirement for FIPS compliance, do not even
touch the FIPS build of OpenSSL. Simply build whatever version of OpenSSL
you want. Ignore the FIPS user guide, ignore the FIPS security policy. They
only matter if for some reason you absolutely must comply with FIPS.
