The error is in making fips - ("config fips", followed by "make") - not
even getting to "make" or "make install" for 0.9.8, so the
"--with-fipslibdir" option doesn't apply yet.

Well OpenSSL 0.9.8i doesn't support fips so I'm assuming you have a
recent
0.9.8 snapshot.

That error implies you haven't done "make install" from the validated
module
tarball or you installed it somewhere else and didn't pass it to the
configuration process of 0.9.8 with the --with-fipslibdir option.
