Assuming Roy Wood is the only author in this case, then it depends on whether or not he represents the OpenSSL Project.
Then OpenSSL license is incompatible with the GPL, and not just because of the advertising clauses.
I concede the point. I'll distribute any software containing OpenSSL code as a separate module under a compatible license.
