I did a port of OpenSSL 0.9.7g to our eCos implementation; we have arm-elf-gcc, no sockets, and a number of other specifics. You are welcome to get our OpenSSL configuration changes and a few OpenSSL patches, but you may have to adapt to your platform, and you will have to select a number of eCos packages.
I don't know what the fips download is. It rings a Mac-y bell to me. Would that apply to your cross-build platform, then?
