Is it possible that there will not be an OpenSSL FIPS validated version
for Windows?

You would link against the OpenSSL static libraries for you DLL and
follow the
procedure for injecting the fingerprint into the DLL.

However if you are using VC++ then there may well be problems :-(

The reorganization of the security boundary is causing conflicts betwen
MingW
and VC++ resulting in crashes in bizarre places. It is quite possible
that this
will mean that a VC++ build is no longer possible without a followup
validation.
