It has several names: it is mentioned in PKCS#5 v1.5 section 6.2. I can't
immediately recall where it was called "PKCS#5 padding".

PKCS#11 calls it "PKCS padding" it is also sometimes called "PKCS#7 padding"
or "standard block padding".
