the ENGINE interface is the hardware interface of
OpenSSL. If you are not using any cypto hardware you
can safely 
#define OPENSSL_NO_ENGINE

CRYPTO_cleanup_all_ex_data() is defined in ex_data.c
file. Make sure your compiler picks up the definition
from there...
