I see. You shouldn't need any special compilation options to support dynamic
engines under Win32 and VC++. 

I've certainly managed to build and use dynamic ENGINEs with that setup in the
past but I haven't specifically tried 0.9.8.

I'll check to see if anything has changed/broken.
