Hello in the pervasive laboratory of Universidad Carlos III de Madrid we are actually developping a C++ set of classes that performs opening decodign, coding, verifying and issuing of attribute certificates. May it could be helpfull?. We are supporting actually RFC3281 attributes and extensions.
