If you mean "export ciphersuite"...

Its a legacy thing which complied with the old US export regulations. It would
effectively (*) have a much smaller key length and might have other
restrictions applied too.

* By "effectively" I mean that the key length might be the same as a
non-export cipher (for example 128 bits) but some might be send in plain text
or the amount of keying material used to derive it would be of a much smaller
length.
