Hey Walter, ran into the same thing myself, as did someone on the newsgroup.
I'm sure you'll probably hear a few answers, but just in case...
There's supposed to be a way to fix the Makefiles under the fips directories,
but I didn't have any luck. The later snaps on the ftp site work fine, as
they've corrected the bug with the Makefiles. I've compiled
openssl-0.9.7-stable-SNAP-20041224 on AIX 5.2 with gcc 3.3.4. BTW, in my case,
5.2 maintenance level 2 hung on one of the compiles, I had to rev up to ML4.
