You can use certificates generated by OpenSSL to sign ActiveX controls but
then each user has to download and trust the rootCA.

You still need to use the MS Authenticode tools though.

If you mean can you use OpenSSL command line utilities to sign a control
without the MS authenticode tools then the answer is no. The format is
proprietary and not officially documented AFAIK. Some people have partly
reverse engineered the format but I don't know of any tools which can do the
whole operation.

I was asked to look into this for a commercial project some time ago but it
never got past the discussion stage: the summary of the discussion was "yes
I'm pretty sure I could do it, but it would take a lot of work".
