You still need to use the MS Authenticode tools though. If you mean can you use OpenSSL command line utilities to sign a control without the MS authenticode tools then the answer is no. The format is proprietary and not officially documented AFAIK. Some people have partly reverse engineered the format but I don't know of any tools which can do the whole operation. I was asked to look into this for a commercial project some time ago but it never got past the discussion stage: the summary of the discussion was "yes I'm pretty sure I could do it, but it would take a lot of work".
