OK. I can understand the reasoning. The patch for 1.3.27 most likely will
work with 1.3.28. There aren't big changes in the 1.3.28 distribution but
you will need to examine the files changed and the files the Apache-ssl
will change. I don't think the security patches affect the SSL areas. But
try it and see.

I should note that mod_ssl is now part of Apache 2.0 as it is more Apache
than Apache-ssl (the mod_ssl was written by Ralf Engelschall who is a
long-time Apache contributor). There were two SSL branches due to
evolution in the module design philosophy and a bit of dispute on that
philosophy.
