It is OpenSSL's s_client tool. It does not fulfill the ESMTP standard
as it does not perform the EHLO handshake.
Note: s_client is an example application and test program. -starttls
support was added in a quite rough way to help people in testing some
features. It was never intended as a fully featured multi-protocol tool.
