0.9.7 has some new features (read about them on
http://www.openssl.org/news/news.html, especially the changes between
0.9.6 and 0.9.7).  To port applications to use 0.9.7 often requires a
bit of work, so it's basically up to you to decide if the move is
worth the effort, now and later.

My personal choice would be to move to 0.9.7.  The strongest reason I
have is that the ENGINE framework is there by default, and in it's
final form (it worked a little differently in the ENGINE variant of
0.9.6).
