Hello,
if you order documents from http://www.itu.int/ you have to pay for them ...

ftp://ftp.bull.com/pub/OSIdirectory/4thEditionTexts/ holds versions
of the X.500 series which are almot ready but not yet published by ISO/ITU.

You should hurry - the message is:

As soon as the official text are available from the ITU, ISO/ICE, and selected
national standards bodies, these texts will be removed from this server.

You find all documents there except X.509 ... which is already published.
But you can just google for "X509_4thEditionDraftV8.pdf" and you'll find
some hits ...

Best regards, Jochen.
