Probably openssh-unix-dev would be a better group.
Anyway: if your system crashed it is possible, that your old sshd ran
with an old copy of an openssl shared library. Now after the restart
everything is run from the new copies and it does not match.
OpenSSH should however note this problem and refuse to work...
Did you install from source?
