When I looked through all of this, I found pod2html (or rather the
file Html.pm, which is what pod2html uses) to be a bit buggy.
Therefore, we use a slightly hacked Html.pm which resides in the
openssl-web cvs module (in the subdirectory docs/Pod/).  I think I
sent a diff to the perl developpers back when I hacked...

Also, we do some hackery before calling pod2html, to make sure all
cross references get proper links.

I haven't looked since, maybe Html.pm has changed for the better in
the last year and a half?
