As the previous posts say, the RA represents the front end interface to the entity requesting the certificate and handles all policy issues regarding the issuance of a certificate for the CA. Since you are sending the certificate request over the wire it must be encrypted using the RA certificate.

Key usage extensions indicate the purpose of the certificate, i.e., the usage such as signing, encryption, decryption, non-repudiation for which the certificate presented can be used.
