        The problem is that when I put

merry:/usr/local/ssl# bin/openssl ca -policy policy_anything -out
newcert.pem -config openssl.cnf -infiles new.pem

        The system says:

Using configuration from openssl.cnf
unable to load CA private key

        And it doesn't ask to me about passphrase.
