Please check out, which process is giving you this error message.
It might well be, that you are running into a limit that does not have
to do with the number of /dev/pty entries. From my HP-UX 10.20 box:
# ulimit -a
time(seconds)        unlimited
file(blocks)         unlimited
data(kbytes)         655360
stack(kbytes)        65536
memory(kbytes)       unlimited
coredump(blocks)     4194303
nofiles(descriptors) 120
(Some of these parameters are already tuned to be higher than the 10.20
default values.)
