I find this error entirely odd.  Crypt::SSLeay builds find for me
on NT, though with an older perl & openssl admittedly.
If you are still having problems, I would try downloading
it again and reinstalling from scratch.

Failing anything that we might try, you could use the 
ActiveState perl builds to install their pre-built 
Crypt::SSLeay.  Their perl builds 522 and 618 will
work with their Crypt::SSLeay.  Use the ppm installer
to install Crypt-SSLeay.
