Is this some sort of double-byte character envy?  Or maybe it's a new
encryption method.

As a cipher suite, it's pretty weak.  First of all it only supports
uppercase letter and secondly, inserting dashes in the cleartext is
highly subject to known plaintext attacks.

I'd at least use ROT13.
